My thought is that it relates originally to the tale of *Manus
again. I think it was Cow Mother (aka Hera), wife of Sky Father,
who was the original goddess to inflict madness.

You see, Cow Mother would have been the Goddess of Justice (or
Revenge or Punishment), a perfect match with her husband, God of
Law. She would have been inflicting punishments on *Manus for his
fratricide. It all makes so much sense. Hmm... Now this is
getting interesting... How did the IndoEuropeans view mental
disorders then? Did they view it as punishment from the gods?
