The "moon base" is *meh1-s- (from *meh1- 'measure'), and I think we have the noun-forming *-h1en- suffix here in the nil grade, *-h1n- > *-In-, to explain the progressive palatalisation.

Just have discovered your suggestion is a classical solution (since the end of the 19th c.). I suspect we have something regular here: *mes- 'measure, change' > *me:s-en-ko-, *g^Hoi- 'jump' > *g^Ho:i-en- ko-. (deverbatives, prolongated vocalism).
