How can the alliance partners and USA be sure that the military brass
of the Pakistan regime are true converts (as of Sept. 11, 2001) to
the cause of counter-terrorism, when prior to Sept. 11, 2001 all
their actions pointed to their being collaborators of terror (as
documented in US Dept. of State documents on Counterterrorism and as
shown in the document released by Secy. Powell only in April 2001)?
