"CATARINA SECUNDA" is just a sort of signature here. The construction is something like "(I dedicate this monument) to Peter -- Catherine". In Poland lots of monuments are inscribed "X-Dative --his/her grateful compatriots [in the nominative])"

That's the official name of that monument?

It gets tough to translate it word-for-word into English. You have to
do a 'from' or 'by', or 'gives to'.
