I was going to ask about this cattle-stealing business too -- sounds
like a neopagan figment. Slavic deities are in general very poorly
documented, and made-up latterday myths circulating in the
WWW surely don't count as evidence.

Could you specify the authority for the first statement 
(ethnographical sources, for instance; wishful thinking
won't do)?

Baltic Vels is a non-existent form. *vel-(n)- is all
one can afford 
to reconstruct.
