Maa is also used in the sense 'district' in names of administative units, including all of the modern Estonian counties. Actually both Saaremaa and Hiiumaa are counties, and so are mainland Läänemaa ("West District"), Järvamaa, Jõgevamaa etc. -- corresponding to the Iceladic sýslur.

"Sysla" semantically calques "maa" 'land'? I thought we were dicussing why the term "sysla" was used?
