PIE syntax: the V2 restriction

Hello all,
A teacher of mine told me that she read in a book (she doesn't
remember which one) that PIE may have had the V2 restriction, or at
least one of its branches ("dialects", perhaps) did. She didn't
remember in details the arguments pointed by the author, but one of
them might be the presence of the V2 restriction in Germanic and
(medieval) Romance languages. If this phenomenon is present in all
Romance languages, we could easily suppose that it was also present
in (Vulgar) Latin.
Does someone know more about this subject?
