Yes, I know about this identification, but I think Bhishma has other clearly different traits from Dyaus.
Yes, the Moon was also identified with Soma, but I think Soma was some kind of god of "soma" plant and juice, maybe like Dionysos, god of wine and Byggvir, personification of barley(and beer?).

You seem to forgetting, however, that The Mahbharata (1.99) states quite clearly that Bhisma was the incarnation of Dyaus so the identification is, thus, not simply the interpretation of Puhvel and Dumezil.
Soma was usually given lunar traits, however.
