Was this "River People" linked to the Greek myths of River-Gods who were ancestors of people, like Inakhos and Kephisos?

What about *Potei Dasom "Master of Foreign People"

Maybe. We-the-masters vs. they-the masters. I think it easier to think of them as 'we-the-masters', if at all.

My own thought is that it's 'Lord of Us, the River People'.

As for 'River People', I'm also thinking that these might have been those semi-agricultural 'river people' whose relatives herded cattle out on the far-western Steppe. Rather like village Arabs and Bedouins -- same language, same religion, even an intermarried genealogical tree, but quite completely different economic modes. The kind of thing that leaves no archaeological record.
