Yes, many Altaicists regard Altaic as a diffuse phylum consisting of three independent families whose mutual genetic relatedness is possible but remains uncertain. (Needless to say, they don't add Japanese and/or Korean to it.). So, to read John literally, (each part of) Altaic has many but distant similarities to (the other parts of) Altaic.
