'Neo-Indo-European' is an intriguing idea. PIE, of course, cannot be accurately recovered and turned back into living language, and even if it were, it would undoubtedly be hideously irregular, no matter which stage you chose as your base.
 
On the other hand, if you synthesized a 'regularized' Neo-IE, by more or less creating a hybrid out of Sanskrit, Latin, Greek, Old Church Slavonic and Lithuanian, I wonder what we'd get, and how difficult it would be to learn.
