Use

This web page converts text encoded in a specific 8-bit code to Unicode. The page also includes a back converter from Unicode to the same encoding. See Troublewith Thai Fonts for further details. The conversion is performed by embedded javascript instructions.

The page uses one pane for unusually encoded text and one pane for Unicode-encoded text. Buttons between the pages convert the contents of one to the other. You do not need to be connected to the Internet to use this page - you may simply save it to your own computer and use it from there.
