Since there have been no other suggestions as to how to input
Unicode Tamil, and I will not be using Thai for Tamil, I have
decided, sadly, to discontinue my multilingual website and computing
project. It received rave reviews last spring from teachers here but
I cannot continue without including Indic scripts as well as CKJ and
alphabets.

I notice that the Tamil Internet conference does not yet use
Unicode. I believe that I misunderstood the situation and thought
that Unicode implementation was further along than it is. Maybe
next year. Who knows?
