yes, many publishers (american as well as european) don't provide review
copies even when they're specifically asked. i asked the publisher of
harald haarmann's *universalgeschichte der schrift* to send me a review
copy for *WL&L*, but got no response.

however, for people who don't want to struggle with H's german, there is a
spanish edition: *historia universal de la escritura* (madrid: gredos,
2001).
