It's the updated vesion of a very convenient
program for composing texts in Unicode; some phoNet members have been using it.
You can copy those texts and paste them into a Word or HTML document, an e-mail
message etc.

For some reason the file I downloaded earlier this
morning was names download.htm. But if you rename it changing the extension to
.zip it turns out to be a plain zipped archive.
