Have you seen any sutta that defines them so?

Anyhow, if this is the case, then samma-sankappa is complete without avihimsa-sankappa, isn't it?

I think the Suttas are fairly clear about the distinction about abyaapaada and avihi.nsaa sankappas.
Sammaasankppa is: nekkhamma, abyaapaada and avihinsaa.
Abyaapaada leads to actions by mind, words and deeds.
Avihinsa only to actions by words and deeds
