Hm, I thought that his name was in fact Nikolaj and that he worked at Kazan University. I happen to know the "b." and "d." dates of his son Oskar Nikolaevich Anderson (1887-1960), a well-known mathematician. The family was Estonian-German, I believe.

In the Cyrillic part of the Web I succeed to find only one page where this
author is mentioned:
http://www.newchron.narod.ru/Hau-ben/gramatik.html

The only relevant sentence is (translated from Russian):
========
The first scientist, who suggested a hypothesis about relationship of
Finno-Ugric and Indo-German languages, was professor of the Derpt university
G.Anderson, devoted to this problem a special investigation called
"Sravnitelnoe izuchenie ugrofinskih i indoregmanskih yazykov" (Derpt, 1879).
