Hi Devon, you might be thinking of this line from Gylfaginning (a section of Snorri's Edda, also called the Prose Edda):

Þá er ok þat til tíðenda, at svá skelfr jörð öll ok björg, at viðir losna ór jörðu upp, en björgin hrynja, en fjötrar allir ok bönd brotna ok slitna. Þá verðr Fenrisúlfr lauss.

"Then it will also happen that the whole earth will shake, and cliffs [will shake], so that woods are torn up from the earth, and the cliffs fall down, and all fetters and bonds will break and come apart. Then Fenrisúlfr will get loose."

It's lines 418-421 in reading selection 1.E of Gordon & Taylor: An Introduction to Old Norse (page 17), or you might have seen it in Anthony Faulkes's Viking Society edition of Edda: Prologue and Gylfaginning, lines 39-40 on page 49 and lines 1-2 on page 50.
