On the Icelandic keyboard the single quote is a dead key:
hit it, then hit the vowel, and you'll get the acute accent.

You didn't mention the æ-ligature, but I assume that you
found it, to the right of the L. (See the picture at
<http://upload.wikimedia.org/wikipedia/commons/e/ec/Icelandic_KB.png>
for the full layout, if you haven't another source.)

I only just now set up the Icelandic keyboard in order to
answer your question; I normally use a freeware program
called AllChars, available at <http://allchars.zwolnet.com/>.
If you're running Vista, don't use the Alpha Version 5: I
couldn't make it work, but Version 4 has worked for
everything that I need.
