Yes, 'hvárt' can be used, as here, to introduce a yes-no / either-or
question: "will the beardless old man (Njáll)?"

I see that Zoega gives two variants of this quote; presumably some
versions of the saga have 'ófoert' "impassible", others 'óreitt' "not
possible to ride across".
