Tolkien was a master of many languages, including ON, although he used it primarily for the names of Dwarves (ie. compare the party of Dwarves from The Hobbit with the 'Catalogue of Dwarves' from Völuspá). However, OE was used as the basis for the language of the Riders of Rohan. Quenya Elvish was based loosely on Finnish, and Sindarin Elvish was based loosely on Welsh, but the vocabulary for these was drawn from the many languages Tolkien knew.

Tolkiens Elvish language is based on Old English (in fact Tolkien's runes are based on the OE FUTHORK), Isn't it? so if you were fluent in it i bet you could figure out Elvish.

...well, I don't suppose you actually can, though you can pick up a few phrases from the books.  (I gave up 20-some years ago.)  ON is much more useful, anyway.
