Here are some ideas that have been posted up previously:

I'm using, at this computer, Windows 95. To Fix Things
Up, I went to the Keyboard section of the Control Panel and, within the
Language tab, requested to Add a language - then added Icelandic from the
list. You can then choose whatever short-cut keys you wish in order to
switch between your language settings (this you can freely do). You will
find that the keyboard is not as it appears - so here is the translation:

á,é,í,ó,ú,ý = ' (single quotation) + a,e,i,o,u,y
ä,ë,ï,ö,ü = ~ (tilde) + a,e,i,o,u -or- ö = - (dash)
þ = /
ð = [
æ = ;

There are a few other oddities to be gotten used to - but these are the
important ones. There is no o-slash: ø. For that - and many other
characters - see further.

Many special characters can be accessed by means of the [Alt] key. e.g.
<press Alt key> 0 1 5 4 <relase Alt Key> gives þ = 'thorn' etc. For Edh
use 0240 etc.. Any way, these are the standard ISO char codes, and can be
found in any printer manual.

This is, not quite, a complete picture. You have to use the number pad - at
the far right of the keyboard - to enter the ISO codes (at least, that's
what I had to do). Here is a short list of those you might find
interesting. There are many others if you can find just any printer manual
- or - if you have the time - just start typing them out in the form of a
matrix and print out the results.

The following work fine:

Ó = 0211
Ö = 0214
Ú = 0218
Ý = 0221

é = 0233
í = 0237
ó = 0243

ý = 0253
Þ = 0222

Both these tactics work fine for me with any text editor - that is, Word,
Word-Pad, Note-pad, etc.

After a struggle I have learned how to adapt my keyboard to Old Norse
characters. In Windows I used the 'Insert' icon, then went to 'Symbols,
selected the appropriate characters and so on and it worked. For example
I have designated the control key and the 'o' and 'a' keys to produce
'o-umlaut'. But when I try the same procedure online, nothing happens.
Can anyone help me? I would be grateful.
