Pl refer the views of pavanar in http://www.tamilvu.org/slet/lA100/lA100pd1.jsp?bookid=213&pno=311 to understand that there are several words beginning with sa/ca existed in Tamil even before the First Tamil Academy. listed words are mentioned in the above link and my previous posts.

 

Tolkappiyar being a Tamilian learnt Sanskrit and therefore he is a Sanskrit scholar. 

 

The Catholic Church, which was very powerful and influential in Galileo's day, strongly supported the theory of a geocentric, or Earth-centered, universe. After Galileo, it was forced to change its view. Similarly, Pavanar has changed his previous view regarding Tolkappiyar's verse and later furnished the original Tolkappiyam verse, which has been referred in my previous posts. Pavanar has every right to change his previous view.

 

Therefore pl proceed with the later view.

 You are not realising that the verse you have quoted is incorrect.  Here is an excerpt from Pavanar's book (for the benefit of those who do not know Pavanar was a Tamil scholar ) :

Page 311:

"

16. ERRORS IN TOLKAPPIYAM

     As Tolkappiyar was a Sanskritist, he has committed the
following solecisms in his work :

     (1) The syllabic consonant ‘ša’ is not an initial letter (62)."

   Now do you get it that the verse you are quoting from Tolkappiyam and the interpretation you are giving is wrong? When Pavanar can find the rule in Tolkappiyam that Tamil words cannot begin with
"ச" question is why can't you find it?
