Better still:
(a) Submit the post be e-mail, not via the groups web interface. The web interface for posting is designed for 8-bit single-byte encodings, such as ISO-8859-*.
(b) Advise the character encoding in the body of the text at the start of the message. Only for Latin-1 (ISO-8859-1) can this requirement be avoided.
