It simply means that the name was borrowed early enough for the *on- to
be substituted by Slavic *oN- (nasal vowel) at a time when all Slavic
dialects still had it (i.e., not later than the mid 10th century). The
*v- prothesis in (Proto-)Polish was obligatory before any *oN-,
inherited or borrowed (e.g. <we,borek> 'bucket', diminutive of *oNborU
from early Low German ambar).
