After all, their area (the Thracian Sithones') was within the Roman Empire, and his information about this part of his world more recent and secure. Whereas about the Bastarnians he very honestly tells us "I know neither the Bastarnae, nor the Sauromatae, nor, in a word, any of the peoples who dwell above the Pontus, nor how far distant they are from the Atlantic Sea,nor whether their countries border upon it." ( 7,2,4). The current consensus being that by "know" he means recent information. It's my guess that he relied on Posidonius' work.*****
