for loku- > lacu-
the Rule [ lo- > la- in open syllable] fits well together with
mo-CV- > ma-CV- and wo-CV- > wa-CV-

as for the possible counter examples:

locus (<stlokos) has no clear etymology. Could be a loan too
lo(:)custa has no clear etymology either. so is in the same situation
and for
loqui: we have tlukW- in Celtic and tlk- in Slavic
