Semele < *dHg^Hom - Thracian substratum in Greek

If Semele, Dionysos's mother, is really from *dHg^Hem- IE root (cf. phrygian zemelos; Russian zemlya), can we postulate a Thracoid substratum in Boeotia? Can we postulate ana analogou *bH>p; dH>t; gWH > k ?
