Varuna is not basically fearsome. He is basically friendly. For eg., refer "understanding of Mantras" Ed  H.P. Alper, MLBD p 41, where in Vasista (RV 7: 86  and  88) is quoted as being in an intimate relationship of God- devotee with Varuna, not unlike that of the classical ages of worship to a personal God. (Dandekar, 1979)
 
The same sentiments are expressed in an earlier book by Koorma , another vedic seer of Bhrgu Gotra (Bhrugu is also  asuric brahmin, the linear shift of Grtsamadas from Angirasa to Bhrgus is  relevant here) where in he prays Varuna with intimacy. (2:28)

I have already given several  quotations in which Varuna was attested as a Monarchial God.  this attests that he was the most prominent god at one point of itme. I can not see what is your objection, unless you post it with some references and discussion.
