AFAIK the only instances from which we might deduce either way between
kW > p or preservation are those we discussed already

vs. preserved kW in Sequana > Seine, that is, if they were Belgic, and
if Belgic was NWBlock (the three-man-book is called 'Völker zwischen
Kelten und Germanen', peoples in the plural).

I've looked at two NWB "words" of Kuehn.

12 pes 'das männliche Glied ; 'pénis' < *pes
12 pes 'Sehne ; tendon' < *gwhey-s
Kühn :
mnd. nd. pese, samt ndl. pese, (de) pees 'Sehne ; tendon'
und einer Reihe Ableitungen in der Grundbedeutung :
mnd. mndl. peserik, westfäl. pisek und vor allem nd. pesel, päsel,
fläm. pezel und engl. pizzle 'pénis' (germ. *pesil-).
Germ. *pes- ist idg. *pesos in derselben Bedeutung (aind. pasah, gr. πέος,
weitergebildet in lat. penis), dazu, als echt germanische Entsprechung von
pesel, mhd. vesel visel.

PIE 489 *gwheyHs- 'tendon' > NWB phe:s- > Ndl pees
PIE 824 *pes 'pénis' > NWB pes/pis > *pes-il

I think there are two roots mixed up.
The interesting point is NWB may have had the following system :
aspirate > unvoiced aspirate (un-Celtic feature !)
voiced > voiced
unvoicec > unvoiced
And labio-velars become labials
*kwer > ndl pier
*gwheyHs > ndl pees

13 pedil 'Niederung, Moorland' < *ped- 'sol'
13 ped-el < ped 'tourbe'
Kühn :
*p e þ i l- *p e d i l- 'Niederung, Moorland ; marais' in mndl. pedel und
pedelland, ndl. mdal. peel 'Torf, tourbe'.
Dazu im Süden der Niederlande die große Niederung de Peel (alt Pedel) und
einige englische und norddeutsche Orts- und Gewässernamen.
In solchen Namen ist aber auch die kürzere Stammform *peþ- *ped- bezeugt (s.
unten S. 24).
Sie wird Ähnliches bedeutet haben und mit gr. πεδίον 'Ebene' oder altn. fit
'nasses Land an einem Wasserlauf' (germ. *fetjō < idg. *pedia) identisch
sein.

PIE 790 *ped 'pied ; sol'
Cf. North Saami balsa 'frost peat mount' < *pod-so
Latin médiéval peta 'tourbe' ; English peat < *peta

This one also mixes up two roots.
