It doesn't. It's a trivial vocalic enlargement of an original
consonantal stem. Not unlike Slavic *sestra, < *s(w)esr-a: <
*sweso:r/*swesr-. The weak stem of *dHug&2ter- was *dHug(&2)tr- (Ved.
dat.sg. duhitré, Gk. gen.pl. tHugatrõ:n etc.).
