If they are, then *-inga- <*-en-ko- is substrate too, probably Vasconic.

I must say that your connection
between English Gerund and
supposedly Vasconic -inga
does not look good.

Considering the fact that some varieties of
southern early middle English more or less
fused : slep-ende and a-slep-ing < on-sleping
into slep-ing > sleeping,
this is a completely autonomous developpement
of English which owes nothing to nobody.

I suppose somebody else already made
this objection.
