This makes no sense. Even if Basque and Etruscan are related (and
there's no reason to think that they are) this makes no sense.

The root appears to be alp(H) which is perhaps cognate with *leip (to
desire) if the /i/ was lost to syncope. The semantics are a bit weak
here.
