I consider NE Caucasian to be part of PIE
so it's definitely not the place to look for Etruscans.

See the posts from Ed Robertson on this list. In any case, Etruscan is clearly not connected with other languages in Italy.

Etruscan is obviously not closely related to PIE
And I will add that the extreme difficulty of connecting Etruscan to anything else
is easily explained when you just assume this language has occupied northern Italy for 37 000 years in half - isolation.
I haven't had time to read your reference carefully
but a quick reading seems to look like the typical "act of faith"
which can be summed up as "Nothing is not clear at all but I want it so badly to be true that it must be true".
But maybe I am prematurely harsh.
