(as they seem to suggest) and we have Celtic evidence that /p/ was
very likely [P] (bilabial fricative) in the first place, then why
can't we suppose that there were no [b] and [p] in IE at all, just [w]

PIE *b is from *p? (glottalized)
Latin lab-ia, English lip : Hausa leb?e
 
PIE *w has two origins : *w and (older than PIE) *b (voiced)
Examples of Pre-PIE *b
aw-unculus "oncle" : Arabic ?ab "father"
(h)au-d "no" : Arabic ?ab-î "to deny".
aw-s "to draw water" : Hebrew sa?ab (with s- at a different place)
 
PIE *p is clearly a voiceless labial stop.
I think this does not require any example.
 
[P] is exceeding rare among world's languages
and it's quite possible that its existence requires that of /p/
Universal prerequisite. => Ladefoged
