I think lxW > Lw > LL > ll between V is likely for Latin, but a more
standard et. would be *kolni+s kl,ni+ > hill; collis; etc.

Maybe, but Latin has ara:trum with long -a:- from analogy with the
verb, so I wouldn't take this as certain evidence. If H did remain
between certain combinations of C (which seems possible) I'm fairly
sure all kinds of H would be affected in the same way.
