Neither, apparently.
It's from <o:ra:re> 'to speak, plead, pray'; Watkins derives
these from *o:r- 'to pronounce a ritual formula'. Pokorny
mentions Hom. Gk. <aré:> 'Gebet', Russ. <orat'> 'schreien',
and Hitt. <aruwa:i-> 'sich niederwerfen, anbeten', plus a
few more.
