it's very hard to find it and i'm agree about all you said
but if -mani = men it doesn't exist in Celtic and so is not a Celtic word. Look ale-mani = all men = coalition, marco-mani = border man (and not Celtic horse-man !) ane may be Men-apii = water man or marsh-man
3 directions :
* Gar-man < Ger-man = Spear-man = Germanic word
from Germanic Ger- = Spear , Francique Gêro = cuting part (French Giron), middle Deutsch Ghêre = Spear, Deutsch Guur = Abrasive (?)
* Gar-s-man = Howler man, may be Celtic word if = Garsm- <Garm- + suffix -ani
Breton/Welsh Garm = Clamour/Vociferation, Cornic Garma = To exclaim, Old Irish Gairm = Clamour
Look the Celtic goddess name in Brittania = Dea Garman Gabi = who pruchases/takes cry
But Gar-man = Howler man = Germanic word too
but i didn't found words in Germanic with Gar- = to cry

So Garm-ani < Germ-ani can be a Celtic word to design the Howler-man
There is another funny way :
Ger-mani in Celtic can be means "The good neighbour"

Similar/Imminent, Welsh Ger = Near, and Old Irish Gair Neighbour
Mano- = Good : Welsh Mawn, Old Irish Muan (Personal name), Manx Meein Kind
But Ger-mani = Good neighbour, is not historically corect for Kelts people !!!!!!

If Germani is Germanic word = Spear-man = i ve no reference about Germani = Spear-man, except maybe Eburon tribe when they defeated a roman legion
If Germani is Celtic word = Howler-man
