That would be *kWeturpod+ or *kWetrupod+. It
doesn't fit the conditions for either rule, regardless
of being a compound.

Of course, as I've said before, it was originally
*tur+/tru+ with the number *twores > *kWe+twores by
reanalysis of 'and' in the counting chant. The
compound, 'sixth', etc., only gained *kWe+ by analogy
after PIE times. Even if it fit an unknown rule,
there's no guarantee that *kWe+ became part of the
word before that rule operated.
