Sorry, Piotr, but I cannot detect based on what you applied 2 different
criteria:

1)
wlkWos is almost in all PIE dialects
wlpos is only in some...
the majority has kW, the minority has p

2)
h2ap- is in all PIE dialects
<aqua> only in Latin and Germanic
the majority has p , the minority has kW

Despite the majority/minority percentage...showing that the p-forms for
water are for sure 'largely spreaded' than the p-forms of 'wolf'
the similarities are obvious...

My question to you is:

Why you don't propose 2 different roots for 'wolf:
*wlkWos/*wlpos
but you still think to have two different roots for water:
*apa/*aqua?

P.S.:
On my side, I thought at the following scenario in order to explain all
these:

1. PIE was a kW-language

2. Once upon the time PIE was divided in two 2 PIE dialects:
a p-PIE dialect and a q-PIE-dialect

the q-Dialect has:
akWa: & wlkWos * kwetwores & penkWe etc..
the p-Dialect has:
apa: & wlpos & petwores & penpe etc..


3. Later, the peoples of the q-PIE-dialect mixed with the peoples of
the p-PIE-dialect (like 'p-Dialect peoples conquered the q-Dialect
peoples' etc..)

=> This will explain :
why we have
apa & wlpos & petwores & penpe on one hand
and akWa: & wlkWos * kwetwores & penkWe on the other hand
and 'IN THE SAME TIME' in later PIE

4. NEXT : PIE started to split => the different New Dialects inheriting
different words and different proportions of the ancient peoples of
p/q-Dialects

Even, I know that something is wrong with this p/q Model too => maybe
it can offers at least a possible path to solve this puzzle.
