It's of course the same word as Finn. hepo, hevonen and Est. hobu(ne),
which look as if they reflected Proto-Baltic-Finnic *s^epV-. I'm not a
specialist in the Finnic languages, but if the /p/ can come from *B
through some kind of back-derivation, the metathesis of *es^va- (Baltic,
presumably) --> *s^eBa- --> *s^epa-/*s^eBa- could be considered.
