*Perse- in Greek developed into *pe:re-, perrhe-, perse-, peire-, depending on the dialect. These are the common shifts from IE * -rs-. But, if we are dealing with a substratum name? Perhaps P(h)erse- < Pre-Greek *Pers-, Perz-, Pers^-, etc...
