I suppose that he made reference to:

*kW/+ > c^ (preserved in Romanian) > c > Alb s
*gW/+ > g^ (preserved in Old Romanian > Rom j) > c > Alb z


on the other hand :

*k/+ > q (Romanian c^)
*g/+ > gj (Old Romanian g^ > Rom j)
