There are two ways to lengthen or reduplicate a vowel: á =>
áa with the ictus or high tone staying where it was, or á =>
aá with the rise in tone moving one mora forward. In this
case, the first alternative was apparently chosen (where
possible). It is probably relevant that the whole thing
happened in pretonic position, and only secondary ictus or
rising tone was involved:

*ska`k-éye-ti "he jumps" => *ska`ak-yé-ti "he jumps
repeatedly"

LIV has a different interpretation (see p. 183). I don't
really have an opinion.
