As you know we can have 'in the same time in the same context' only
one phonetic rule => please take a look on the twpo supposed below
rules (one of them for sure is not true)

1. Latin kw/a,o > Rom ca,co /ka,ko/
===================================
I quote here 'the official' etymologies (DEX -> see dexonline.ro)

Rom. ca < Latin quam
Rom. cam < Latin quam magis
Rom. care < Latin qualis
Rom. cã < Latin quod
Rom. când < Latin quando
Rom. cât < Latin quantus
Rom încã < Latin unquam
Rom. niscai < Latin nescio qualis
Rom. cã < Latin quod
Romanian codru < Latin * quodrum (-> quadrum) (I really doubt)
Romanian cum < Latin quomo[do]

maybe Romanian scamã < Latin squama

On the other hand :

1. Latin kw/a,o > Rom pa,po
==========================
is based on:

1. Rom. apã < Latin aqua
But the PIE root *h2ep- exists. (see the previous e-mail with the
Dacian toponyms)

2. Rom. patru < Latin quator
Note: The PIE root has kw- too so the origin of p here can be of
older origin (loan or not)

3. Rom. iapã < Latin equa
But the Albanian words is pelë < *epo:(u)la
Note: and final -la < a in Romanian see Latin stella < Rom. stea

4. potârniche > Lat. *perturnicula (< per[dix] + *[co]turnicula) or
*quo-turnicula
Note: Very ambigous etymology to can be taken into account for a
rule

5. pãresimi < Lat. quadragesima
Note: In contradiction with Rom. codru if from Lat. quadrum

There are no others supposed Lat qua,quo > Rom. po,pa examples

Now you can appreciate better yourself the situation...of Romanian
apa
