ph3 > b PIE transformation?

Is ph3 > b a PIE tranformation or it appears independently in
different languages?

As an example we have

*h2eph3-o-l- > Celtic *ablu => Old Irish ubull
*h2ph3-l-o- > Slavic *jabl&k& => OCS abl&ko

Question: could somebody help me with the meaning of the suffix *-
h3on ? Also if it can be decomposed in h3o-n- or not

I'm especially interested related to a derivation of Romanian abur
Alb avull => as *h2ep-h3o- + *-ulo. Hamp's n.bh-lo > Dacian *abula
cannot explains why the intervocalic b is preserved in Romanian...

Note: also ph3 > b 'is available' for Dacian also if kinuboila
translation is 'dog's apple'
