I have an inverse opinion: that -t- (with a meaning 'completitude,
totality') precedes *to- formation; and that *to- was
constructed 'later' as 'that' *-t- + *-o 'ended' (or better -> the
mark of an 'ended action')

This distinct marker *-o would explain also why there are a lot of
suffixes ended in *-o : *-no , *-ro, *-lo, *-to-, *mo- etc...

In this case the 'originar' suffix is only -t-
