Voicing contrasts in velars are notoriously unstable - the development
of Romance from Latin shows quite a few examples of even word-initial
voicing. I hesitate to propose **nebW (with divergent developments
**bW > **b and *gW, with further **b > *bH) as we've only guesses as
to why *b is so rare. On the other hand, similarity of sound may have
encouraged similarity of meaning.

This would fit **h2epW- - if you believe in *pW.
