You must have misunderstood something. The noun is a showcase example of
an -es-stem neuter, with the nom./acc. in *-os (with a _zero_
inflectioanl ending!), gen.sg. in *-es-os, etc. The stem-forming suffix
is therefore *-es-, alternating apophonically with *-os (cf. Slavic
nebo, gen. nebese, Gk. nepHos, gen. nepHeos < *nebH-os, *nebH-es-e/os).
Your *nebH-o- simply doesn't exist.
