Leafing through Ernout & Meillet I found
i:licet, equals 'ire licet' say the ancients
cf.
sci:licet, vide:licet,

apparent the same infinitive-like verb form with suffix *-h1 as in
cale:facet, which we discussed earlier. Now, infinitives are originally
case forms of verbal nouns, in this instance instrumental *-h1, so the
bare stem of a verb must be a verbal noun. Excellent, if one wants to
see the person endings as originally deictic particles, e.g: *mu, *sa,
*ta.
